Jeffrey Neal is a Senior Vice President for ICF. Prior to joining ICF, he was appointed in June 2009 as the Department of Homeland Security Chief Human Capital Officer (CHCO). As CHCO and Principal Human Capital advisor to the Secretary, Mr. Neal was responsible for development, execution and oversight of human capital programs for a Department of more than 234,000 civilian and military employees. Mr. Neal has extensive Federal human resources and information technology experience. He served as the Director of Human Resources (J-1) for the 24,000-employee Defense Logistics Agency (DLA) from 2000 - 2009.
Mr. Neal serves as a Strategic Advisor to Government Executives (SAGE) for the Partnership for Public Service and is a Fellow and Director for the National Academy of Public Administration. He is the recipient of numerous awards, including Government Executive Magazine’s 2010 CHCO of the Year, the Office of Personnel Management Theodore Roosevelt Award, the Department of Homeland Security Secretary’s Outstanding Achievement Award, 2006 Presidential Rank Award of Meritorious Executive and the 2006 IPMA-HR Human Resources Professional of the Year.
