The 2008 CHCO report, "Elevating our Federal Workforce: Chief Human Capital Officers Offer Advice to President Obama," conducted by the Partnership for Public Service and Grant Thornton, states that building, energizing and maintaining a high-quality workforce is the key to success for any organization. And currently the government’s processes for recruiting, hiring, compensating, training and managing people are broken in too many pieces.
