2 contracting companies work in the same building, but the supervising representative of one has caused discomfort by his abuse of authority, possibly termination of members of the other company. His presence causes disomfort and a lack of desire to be at work while he is on duty. He attempts to over ride the other company's supoervisors authority by dictating what and how things should be done. He belongs to a security company and I to a janitorial contracting company. Members of another company in the building feel some discomfort with his presence as well. The ambiantseems to feel a little hostile. Would this constitue as form of harrasment?
