Are recruiting tactics costing the U.S. Military its top talent? According to "Defense HR: Is the Military Losing Its Best and Brightest?," by Nick Younker, "the military too often develops its tactical recruiting plan based on immediate need and not a long term strategic outlook." A focus on meeting quotas is cited as one reason, as is the sharp decrease of potential recruits during periods of conflict.

Challenges for retention of top performers include competition with the private sector and the inability to promote rapidly to keep an individual from leaving. Adding to the problem, barriers to dismissal make it difficult to remove poor performers.
