I am employed in Utah. Our company's policy for handling an internal complaint about a fellow employee is as follows: The complaint first goes to HR, which immediately gives the complaint to the "e;offending party's Manager. The manager has the complete option of doing anything or nothing he/she feels appropriate, including not responding to HR or the person issuing the complaint . If the person complaining is not satisfied with the manager's actions, he/she has the last option of going to the manager's supervisor (in this case our company's CEO, who HR has told us, gives the complaint back to HR for review!!! . QUESTION: Is this normal HR procedure for other companies? In our case the "e;offending party"e; can do no wrong in the manager's eyes and has NEVER been reprimanded by this manager in over three years, and after having numerous (30+) complaints directly given to him. Our situation is, NOTHING ever changes whether we complain or not and HR does nothing, and leaves it up to the manger. We just seem to be chasing our tail with this situation and have all (25 department employees) STOPPED complaining and just live with the situation. Do other companies give HR the authority to discipline or fire employees? Thanks
